I believe it means that sheep can be compared to people, who "follow the herd", do what they're told and think as one. And in certain places in the world and the U.S., sheep are commonly in the road and you have to drive through them and they move out of the way very slowly and I'm guessing, don't always live to tell about it. So, if you're in the road with the masses, you won't live long--or, in metaphoric terms, your mind won't mature and you won't have your own thoughts and opinions, etc. This is TOTALLY just a guess--I really have no idea. But from what I know of Pink Floyd (which is more than less) and sheep, this seems like just as good of guess as any!

The song is an anti-establishment tune. The 'brick in the wall' metaphor implies that education just puts us in the 'wall' of society, rather than living our own lives. It also has a double meaning, since in the whole opera, the protagonist builds a 'wall' around himself to block off the outside world. Though there is a lot of discussion on the meaning of the ideas and symbols in it. May I recommend the movie (Directed by Roger Waters)? Maybe they mean if you're in the road you'll get hit. If you get out of the road you'll live longer.

Sheep tend to flock in the road sometimes. They also follow their shepherd. Possibly an analogy of people being followers.

They are using the road to equivocate the fast mainstream aspect of life. If you "get out of the road" you are removing yourself from the progressive phase life and this will be your first step into becoming "old"

What I think they mean is that if you stop going down th road of life time passses slower so you get older.
