Yes. There's a few games with a similar concept. There's two harvest moon games on the PS2: Save the Homeland and a wonderful life. There's harvest moon games on GBA, DS and gamecube too.
Similar games:
+Dark Cloud-it kind of reminded me of it because it uses food and you can invent things, go fishing etc.
+Animal Crossing-you interact with neighbors, get items, build up your home, its a simulation RPG.
+Sims2-slightly similar, its a simulation game that mimics real life.

There's "Horsez", but all you do is take care of a horse. There is also "The Sims", but that doesn't have a farm thing. One more I can think of is "River King: A Wonderful Journey, where all you do is fish, though I do believe you can interact with other characters. Sorry, most Harvest Moon games are for Nintendo.

The PlayStation 2 version of "Innocent Life" and its originial PlayStation Portable version are the Sci-Fi version of Harvest Moon.
In the other end of the spectrum, "Rune Factory" for the Nintendo DS is a fantasy version (magic, monsters, etc) of Harvest Moon.
