Lack of education. It's been going on for generations. Once slaves were free they were given nothing! They lacked the necessary skills to rise up. As slaves they could not have an education. After slavery they could not have a PROPER education what with the segregation and all. Poor educational facilities discouraged learning. Parents believed their children would be better off helping around the house/farm whatever. A trend followed. The persistence of racism and lack of support from the government has kept many Blacks from improving their quality of life. Now a days it is no longer racisms fault though it was the cause. The glorifying of "thug life" and the idea of a "gangsta" has perpetuated wrong values i.e. objectifying women, valuing material goods, sleeping with many women and having them take care of the baby by themselves. The lack of a proper living environment discourages a decent living. Though many individuals have risen and have made decent livings others just don't see any way out of poverty. They don't know any better because they weren't taught any better and so the next generation grows up like that. There are two things that must be done to stop this.
First of all, values must change. People must stop valuing sex, "bling" and drugs. They need to encourage education and proper parenting.
Second, the government needs to construct proper educational facilities to encourage learning. Once children are given a place where they can learn and enjoy learning, they will learn and move on to better lives as adults, not just good text books but good teachers aswell. Also the government needs to make birth control more easily accessible in such places where poverty occurs. When an unwanted baby is born, chances are they will grow up to be a prison inmate like their fathers(sometimes mothers)
Many changes need to be done on both sides if we are ever going to see major changes

Because the black family has been under attack since the 1960's. Many black families exist where the father is replaced by the federal government social programs. This has resulted in the children growing up in dysfunctional families. These children are not supervised the way they should be.

In recent years, this undermining of the traditional family has spread beyond the black community. Government programs are taking the responsibility from the father, if he is even there. And now, the attack on marriage, by politicians who burn with lust for one another.

If you look back to the 1920's and 1930's, blacks were more law-abiding then whites.

Well, according to the 2000 Census data, 43.91% of State and Federal inmates were black. Even though only 12.32% of the whole country is black. So in a way its true. But don't be disappointed whites aren't too far behind they made up 34% of the inmate pop. Oh, and don't forget they are also the ones that are mostly collecting welfare, NOT blacks but WHITES.

they break the law? maybe? im really sick of hearing all the racial stuff when the fact is anyone can go to prison. it doesnt matter anymore of your color or social stature. this country is jail happy and the more in jail the better. thats the way its looked at, its revenue for the court system. you can no longer cry because your black, its happening to everyone. in florida, you can be put in jail for not having a picture id on your person. what does that tell ya?

White judicial system. Whites get second , third and even
fourth chances, especially if you have money. The questions
is why would a middle or upper class white male commit
the same crime as a lower income black or hispanic male
in ghetto situation? Which sounds more stupid?

Well many are brought up in an enviorment where crime is common and they think crime is their only opportunity, so they eventually get caught. Also, since many people are lazy (all races) this combined with being in an enviorment with a lot of crime also gets them involved. Third, many people are stupid, and get more stupid if they take drugs so this also leads to crime if crime is all around them. Last, many do not get any good moral upbringing, so maybe they do not have a good moral compass to guide them.

Because so many black young men EMBRACE the use of illegal drugs in their lives. To buy drugs, you need money. To get money you need to steal. To steal, gets you in jail.

Well, most african teens are gangsters. Don't get all caught up in sterio-type okay. But maybe they are trying to do bad stuff to feel cool or maybe they grew up in a broken home so they learn to do stuff like that.
