Are PHDs (Doctorates) an internationally recognized certificates?

As long as you got the PH.D from an accredited school (and not from some scam or an unaccredited school), then probably is recognized around the world.

It depends on a number of factors including, as the first answer to this question mentioned, accredidation. Next, consider the field of study: most Spanish language Ph.D.s from the United States would have a bit of trouble being able to teach Spanish at the graduate level in Spain.

In addition to the accredidation question is simply one of school reputation. A PhD from Harvard is not the same as a PhD from Idaho State.

The accredidation question is one that really addresses the transferability of credits that will count toward other degrees or provide entry into other educational programs. The other question is one of skills. A law degree is normally a JD, but some programs award a PhD. Any doctoral degree in law from the USA might have trouble getting you past the bar or other licensing requirements in ... say Cuba. A computer, medical, or engineering doctorate from an American university will likely find you welcomed anywhere in the world.

My best advice is to check ahead to avoid unpleasant surprises.

I believe any accredited degree from a college or university is internationally recognized.
