You might never get a full moustache. Did your voice change?
Are all your other parts full grown? That will determine whether you're finished with puberty. Facial hair is also something that comes from your genes, sometimes men don't grow hair on their cheeks until middle age. It also makes a difference what your hair colour is like. You still have 3 more years to go.

Facial hair don't mean squat I am about to turn 25 and I still can't grow a full beard. Some guys are just hairier than others don't sweat it.

Some people just do not have much body hair. (Consider yourself lucky). Body hair has nothing to do with puberty. If you've reached puberty if you can impregnate a woman.

Males do not fully mature until they are about 21 to 25 years old. So don't worry about it. :)

It will hit you like a rock. Your body will start changing shape for the worst and then it grows out of it. Its bound to happen anytime.
