Ringling School of Art and Design in Sarasota, Florida-- close to those sugar white beaches.
Savannah College of Art and Design in Savannah, Georgia
I would suggest doing your first 2 years at a community college and then transferring. Art schools are expensive and by getting 2 years under your belt at a community college first, you will save thousands of dollars and get all your basics out of the way. You can then transfer and get that name-brand degree.
oh yea-- answers above-- Santa Cruz is a kick-a s s college town with beautiful beaches and forests and not too far from the Bay Area of SF or you could tool on down to Los Angeles. It's a state school!
RISD--over-rated. I got into that school and went to visit and no one was in the studios. You could take classes at Brown University if you go there, but it's overpriced and overrated if you ask me.

My college (Florida Atlantic University) is FIVE MINUTES from the beach. You can major in both of those things here -- we even have Art History or Commerical Music majors if you want something differnet than just Art or Music.
Check it out. It's an awesome place!

I majored in music at Eckerd College, which is right on the water and is 5 minutes from St. Petersburg Beach, one of the country's most beautiful and popular beaches. I had the best time of life there... most highly recommended!

Eckerd College - liberal arts college with good programs in both art and music, and many other fine majors.
The campus has two miles of waterfront and a private beach.
No scraping ice off of your windshield here.Oh, and it's talked about in the book "Colleges that Change Lives." http://www.ctcl.com/

Rhode Island School of Design.
Of course, the beach may be cold in winter -- but it is the best design school in the country.
