You know those "rare occurence" stickers that appeared all over stop signs? What were they?

They were these black bumper stickers that said in white letters "rare occurence" and below it would say "www.rareoccurence.com" well i went to that website but it said that it was for sale. So what was it before? and why did everyone get these stickers on stop signs?
