For rental property, you must give your landlord written notice of the needed repair, and after 30 days if not fixed, you can deduct from the next months rent with receipts to verify. It must be something the landlord is supposed to maintain like plumbing, electric, heat, etc.

you have NO Rights unless you get a contractual agreement.. for example...that's the paperwork you sign before they work on your car...
