I'll tell you where not to get them. don't buy the gold plated that are touted in the newspaper. They are a total rip off as far as an investment. Also there are offers out there where the quarters are free, you just pay a small fortune for the plastic holders they come in. If you want very nice uncirculated coins you might have to go to a coin shop. I don't know how many of each you want but if you looking for quantity and quality Ebay isn't bad if you shop around. You might be able to get the most recent ones from the bank.

Where ever you get them I'm sure you are aware that there two versions of each quarter, A Philadelphia mint and a Denver mint. There's a little P or D under the"In God we trust" on the face side of each coin so to have a complete collection you would need both versions.

I have gotten sets from a coin dealer's shop in downtown San Rafael CA on 4th Street. They are, of course, much more expensive, but they are in proof or mint condition and certified as such. I would think that any store dealing in numismatics would either have them or know where to find them. Try the Yellow Pages to find these stores.

the bank!! they have plenty lol =) just ask them for the statez you want, they should give them to you, it worked for me at least, oh and while you are there ask them for 2 dollar bills they actually have them too!!
