any player may fold at any time, the only chips you are ever forced to put in are blinds/antes.

When a tournament is down to 2 players, the "dealer" is the small blind and the other player is th big blind. So both players have money invested preflop. If you are the "dealer" you are first to act preflop. If the blinds are 100/200, you are already in for 100, so you would usually either call 100 more, or raise. If you are against a tricky opponent you may consider folding with really bad cards (such as 2/4 offsuit) if you think he is likely to raise if you call
If you are not the dealer, you are already in for the big blind. If the dealer calls, you can check to see the flop or you can raise ... so the only way you will not see the flop is if he raises and you fold

Yes you can fold your hand at any time you want to. Only in stud and if you are the low card you must bring it in.
