could it increase my chances of getting in?

Every college wants diversity in it's population because it helps all students to be exposed to others who are not like them, different backgrounds, different upbringings, ethnic, etc. You can mention your disability but don't use it as a crutch (not to be a pun-meister). It isn't your get out of jail free card for admissions but it wouldn't hurt to let the admissions committee know and how that might add to the diversity of the institution.

It's against the law for public schools to use affirmative action for any admission, regardless of what the minority status is.

Contact the U of M Students With Disabilities Office. There might be some programs that will assist you with the application and even support, tutoring, etc. if you are admitted. Be prepared, however, to be held to the same academic standard as all other students.
