well, probably you have retractile testis. this means, that this one testicle wanders up back into your stomach area. during puberty your balls usually "fall" down to where they belong and only get pulled up during sex or when it's cold but are not supposed to go that far up.
i assume that when you're done masturbating your testicle reappears.
you can go to a doctor and get that anomaly corrected although it does not have to be done unless you have discomfort or you really just wanna have it fixed. it's an easy surgery, usually done under local anesthesia, very fast recovery.

Well your testicles might just be reacting to heat or mabey the one that doesn't move is damaged.
