I assume you want the story the picture tells. This is what I might call a composition designed to show the stress of opposing sides. The written story does tell it all with words but if you look at how they are facing each other - with the mighty ships filling the background by the nation seeking to show it's strength. You can see in their formal meeting that they are adversaries, both have their hands gripping the sword hilts, prepared for any defense that may be required, both men have their faces in strained poses. The man on the left with Perry may represent China and the presence there. It is a meeting of nations, much as you may have seen formal greetings by dignitaries of nations meeting to settle disagreements or to forge alliances. They do so without really trusting each other and are prepared for any contingency in the event the meeting is unsuccessful.

This picture depicts Commodore Mattew Perry is being spoken to by a member of the Samurai class about something concerning his going to see the Emperor or the Shogun. The man on Perry's left is, by his appearance, Chinese and appears to be acting as an interpreter in their negation. Beyond that It is hard to be specific. The text under the picture you provided suggests that this is Prince Toda. The picture's style suggests that it was painted from a Japanese print, but produced by a westerner. There lots of artworks produced by various Japanese concerning this event, Google Perry and see what you find.

Since the tall gentleman on the left does indeed resemble Matthew Perry to a remarkable degree, I believe that he must be Matthew's great-great-great grandfather. As you probably know, others in the Perry family were also explorers of foreign lands. The Japanese man on the right has apparently proposed the purchase of some seashore property to Mr. Perry. From his clenched fist, I would surmise that Mr. Perry has declined the purchase. Too bad, as they seem to be discussing the future harbor of Hong Kong.

Maybe when the artist was painting this the lighting from the sun was more so on the lighter men causing the other man to look darker than he is. its just simple shading. or it could be that the artist wanted it like that.
