do i have any criteri to see background picture and then what i write on there?

Previous answers are correct. Your picture is on top of the writing.

If you are going to use the picture as a background for all of your slides it's better to place it on the Master Slide. To do this, Select View, Master, Slide Master. Then place your picture there and select Close Master view or select View, Normal. This will make it so that every slide you have uses that picture.

If you only want that picture to appear on one slide, then place it as a background. To do this Select Format, Background (you might have some little down arrows you'll need to click on to see Background option). Next select the down arrow next to the color block. Default is white, but it may be different on your slide. Next select Fill Effects. A dialog box will pop up. Select the Picture tab at the top of the dialog box. Select Select Picture. Browse to the picture you want as your background and click Insert. Then select OK. Select Preview to see the change. If you like it select Apply (for this slide only) or Apply All (for all slides). Just remember if you want this background for all the slides it's much better to do it on the Master. It will save you a large amount of file space.

The picture is blocking the Writing. You either need to look at your settings, change those, or, probably, reinstall Powerpoint

It is behind the picture, there should be an option to move the picture to the front or behind other objects. Right click on the picture and see what options are available.
