as far as the weather is concerned, its not advisable to build a summer home in the bicol region. the place is always in the path of typhoons so most of the properties and crops are destroyed when rainy season comes, there's not much progress. if i were you, you can settle somewhere in davao. there's no typhoon that passes thru there. a lot farms are there selling their produce in manila and some are even for export.
