24 the game help?

im playing 24 and im on the level where Chase is with madsen in the terrorist compound. I go up the water tower, kill all the terrorists, then when i go back to the main building and kill the one terrorist left, i have no where to go. The PDA says that i still have to kill the other terrorists but there arent any around and i cant get deeper into the building no matter what i do! im stuck! Is my game broken or am i just completly missing something?

i had the same thing happen to me the best way around it is just find the cheat that allows you to skip that mission it worked for me
