The film is set in present day but during the movie you will see certain things that make you think otherwise. Like during the dance all the music was from the 80s. The fashion resembles the 70s and 80s. Napoleon used a top loading VCR in one scene which was something from the early 80s. Everything in the movie suggests eighties and early nineties BUT if you notice in the opening credits Napoleons school id card reads 2004/2005.

And it wasnt in the south they were in Idaho. In the town of Preston, and for the past two years they have held Napoleon Dynamite Festivals.

The movie was set in the present.

You need to consider the cultural Mormon undertones of the movie in order to truly "get it". No one in the movie had their breasts hanging out or were they in mini skirts. No one in the movie cursed. The music was not like that of today that focused on drugs or sex. This also took place in a predominately Mormon town in Idaho. These are "behind the times" ideas. None of it is thought of as cool, but when put together it still provides an entertaining movie.

Hard to say because the filmmaker purposely threw in references to the 70s, 80s and 90s. Just check out their clothing. I think that's part of the comedy of the movie and makes it more funny.

It is set in the "now", just in a city where it is behind in the latest styles.
