you can try oxy clean and scrub it in. if that doesn't work, after it dries - then try cold water and Clorox.bleach. always use cold water with these solutions, as hot will set the stain. do not soak, and blot up with old white towels, as colored towels or rags may fade out onto your white things.
do not leave the bleach on too long. just a quick dunk in the solution for the blouse, then rinse well. if stain is not gone - repeat. air dry in case stain isn't gone. also some people say you can remove blood stains with meat tenderizer.

Try a product called SPOT SHOT it is in a blue can with an orange lid and it is supposed to even remove old set in stains I haven't tried it on old blood stains but it worked like a charm on a fresh blood stain on a light colored couch you should be able to find it at your local grocery store.

Someone some time ago suggested peroxide to remove blood. And it does work.
