try taking lessons outside of school, or getting books that teach you how to draw things step by step. once you have the basic skills you'll probably be able to draw things from your mind.
or maybe your using the wrong medium for you. I never thought i could draw until i tried chalk pastels last year, now i can even draw with pencils because i understand tone better due to gaining the skills in chalk pastel. I hope this helps. good luck getting those beautiful ideas out of your head.

I know how you feel. I used to draw very well and could draw what I saw in my dreams from the night before, but have been out of practice for years.

But...
I have a graphics design friend who couldn't draw, then she started a web comic and is much improved.
She bought books and learned everything she knows herslef. She could teach her professors!

I think your best bet is to check out or buy some books. They could teach you step by step on basic figures and shadowing at the very least. The main thing is to get your hand to practice.

if you are interested in art classes, then search for a good one outside your school. workshops are really good choices because they don't push you deliberately into passing something for grades, unlike what a formal art class does.

but if you are not that keen about letting somebody teach you or you dont have enogh resources, you can still learn through the internet. you must devote your time browsing artworks shown in different websites like deviantart.com. there are also tutorials posted by artists on that site that teaches people how they do their own works.

and lastly, practice. for me, the hardest part in drawing something is convincing myself that by drawing a line like this would eventually create the image in my mind. it is only in practicing that i got to accept it.

I'm not trying to mean but to draw is a gift and you cant really learn it and be as good as someone who was born with it. just like with dance I'm not a dancer and even though its fun to do I'm not as good as some one like Alvin Alley because i wasnt born with that gift. now of course practice will make you better but i wouldnt stress over it. try something your great at and make it even BETTER. as far as expressing you inner thoughts and dreams try poetry or writting. good luck.
