Your arms are so muscular because you may be only working on upper body strength. It is good to balance both muscular are "tummy" as you say, strength. Try doing sit-ups, to start building abs.

Run on days you don't lift. Cardiovascular exercises (running) burn more calories. Of course, you will need to change your eating habits if you plan on lowering your body fat, and then maintaining it. I suggest you cut out as much starchy, processed foods as possible. Burn atleast 500 calories a day to lose 1 pound of body fat through exercise.

Cause, they are completly different things.

You may need to lose weight. You may also be insulin resistant. (men get fat in the middle)

Cut down, or cut out sugars and starches (white bread/rice).

And do more arobics and lose some bodyfat.

And more vegetables.

Most men accumulate fat in their midsection. Women tend to accumulate it in their butt and hips.

Perhaps thats why the social ideals are narrow waisted men and skinny leg tiny butt women, because its so hard to achieve.

You just need to lose weight, it eventually will go away. You can't spot lose weight, your body determines where the fat is deposited and where its taken away.
