If you are talking about 3rd watch (sounds like it) It started before 9/11, but when it did come back, it like so many other shows set in NY, addressed the issues brought up by the situation. #rd watches ratings went up after 9/11 I think because of the relevance

the answer is third watch. it started a couple of months after 9/11 in the uk but i think it started much earlier in America
