Not legally no. There maybe a mod chip that can do it. Search the net.

However, it looks like it'd be a heck of a lot easier to buy a cheap dvd player and find the remote control codes to change it to all region http://www.dvdrhelp.com. Lots of players can be hacked, just make sure the one you buy can be changed.
