How would I be able to transfer to a college in France?

From Kansas City in the United States. I don't really know what I want to do at the moment....maybe teaching or something to do with art history.

We don't have the same system as you have (college and university).
I guess it depends on the degree.
Well, the best thing you should do is to get in touch with some official people in the closent french consulate (or embassy).
