Rust is metal oxide. It forms where raw metal meets air. Water helps but its not essential.
Aluminium forms an oxide layer, but it usually doesn't flake off. If mercury is dropped on it, however, the result can cause rust "holes". This is why mercury thermometers aren't allowed on aircraft (with aluminium frames).

Oxygen causes rust. or more so the ellement oxidizing. Water isn't needed but helps. Bleach helps much more.

Rust is the slow oxidation of iron or other similar metals. It can occur anywhere oxygen is present, like air or water.
