Take it to a professional. This is way outside your fixit zone.

Update:
I do not mean to be so terse, but I have had this scenario on a few systems that customers have brought to me and the solution usually results in a data recovery and complete re-gen of XP and all apps. This looks like a rootkit infection , and the time and effort spent repairing far exceeds the time required to rebuild and restore. If you do not already have a useable backup, you need a second system to do that for you ensuring that the virus is not active durring the backup process.

Try a system restore if you're using Windows XP. Tell it to restore to a date before this incident started to happen to you.

If that doesn't solve the problem, try to find an antivirus that would boot from the CD (or even a floppy) itself, then run a virus check on your hard drive, that way the antivirus will not depend on the operating system. As far as I remember, some of the original CD's of Norton Antivirus can boot from CD, so that might work for you. - Problem is, if your HD is formatted as NTFS chances are the antivirus running from the CD (or floppy) will not be able to see the hard drive, but some antivirus applications that run from CD nowdays do see a NTFS formatted partition anyway.

If none of these resolves your issue, then as someone said before, take your PC to an experienced tech because depending on how much experience you have on computers, you might not be able to figure this out yourself. :)

Sounds like you have a very serious problem there indeed. But again, try System Restore and see if you can restore to an earlier date and that might fix it all.

Have you tried System Restore? I recommend trying that first. Another thing you could try is to go the advanced options menu during startup and go down to "Last Known Good Configuration" highlight it and press enter. If it still doesn't work then call a professional for help and he will tell you whether its necessary to repair your computer otherwise will guide you through steps.
