i have a cat mouse for upc lables when i scan a upc it tells me browser can not display

wow are they still around (the catmouse?) I thought they went out of business around 2002

you need the software for the catmouse.... well if they are still around do a web search and see if you can download the software from their website

You need to be connected to the internet for your web browser to display a web page. The remote site also needs to be up and running.
