It's probably not as small as you think. The popular 6" figure is really the top end of average. The average sized rod is 4.5-6. So people extrapolate that if you aren't at the top of that range you are small.
On top of that, you have the myth that Black men are all 15" long, (perpetuated largely by Black men, I haven't heard Jessie Jackson protesting that one). It's easy to boast when no one sees it.
All you say is that you're small. Honestly, maybe you are small. Supplement your question with a measurement. measure the top side of your penis starting at the juncture of the penis and the abdomen. You can push in a little to compensate for fat over the bladder but you cannot have the ruler protrude through your lower back. You can also straighten out your penis if it curves up or to the side.
If you are small you can make up for your size with effort. I know more people who have trouble with the largeness of their penises than with the smallness. Milton Berle put his wife into the hospital with his on their wedding night.

I don't think you should be ashamed. That's how God made you. You're not the only one with a small ding-ding. Don't let it bother you and live on your life. If you want that to change. Just take enhancing pills. That will help you.

Look man, you've got what you were born with. No matter what anyone tells you, it CANNOT be made bigger. You just have to deal with. Surgery would ruin it, there are no magic pills, no special exercises. As long as it works and makes you happy when you need it to, it's all good. Just relax and understand that you're not the only one there with this.
Your only other alternative would be to become a girl. You know, hormones and surgery.

You have no reason to be ashamed of your manhood.Your penis will eventually lengthen but,until then,you have to do the best with what you have been given.You could do penis enhancement surgery,but that would cost you too much money.
