Isn't H2O (water) necessary as well?

Rust is oxidation. Heat and oxygen can cause it (an acetylene cutting torch) or water in the case of many metals. The water provides the oxygen.

Rust is ferrous oxide.

So you need iron (ferrous) and oxygen to combine to make the ferrous oxide.
