Kids become better actors as they age, because they have more experience and more maturity. If you wanted to cast a part of, say, a 10 year old, a 13 year old actor who looks 10 is going to be a better actor then a 10 year old.
I hope that made sense.

Maybe they're made to play a younger child. Perhaps Steven Spielberg requests Dakota Fanning and Felicity Huffman to star in a movie about a fatherless family endures life in Los Angeles. Say, Felicity's the manager of a successful modeling agency and her oldest daughter played by Michelle Trachtenberg, works at Abercrombie and Fitch. They write Dakota in to play an eleven year old tomboy, who's flunking school, but somehow staying on top with the in-crowd with her signature style and character. Okay, so what I'm capturing is that some actors and actresses play their part so well that it makes us believe that they really are how old they're playing to be, in the movies.

It could be lighting, make-up, natural... a number of different things. I have a 16 year old friend who plays a 13 year old, and he really does look different on television than he does in real life. In real life he does look 16, but it's just different on TV.

That's why they hire them. They can work longer when they are older.
