There is no surefire way to tell if it was overclocked or abused, but you might want to try HotCPU if you want to run some checks on it. It's the best CPU test utility you can get for free.

On the other hand, if your system is unstable, shuts down randomly, and blue screens spontaneously before or after a fresh install then you might have a bad CPU.

There are test packages related to specific chip bugs but if the machine is running and you are able to perform compute intensive tasks repeatedly and let it run in for several hours to get up to full temperature then you have to give it the benefit of the doubt. I suspect that you are not going to be able to test for abuse until the minute it fails. I don't think that the kind of problems people use to have with prolonged heating are going to be evident assuming you aren't planning on running the machine for more than say five to seven years.

If the computer you're buying does not have an operating system installed, then it will be hard to know if some components are damaged.

The are programs called "burn-in" programs that are designed to tax your computers processing power in order to see if the cpu makes miscalculations are well as errors. You can easily search for them in the internet.
