If you work out on a treadmill, you can control the amount of time that you work out, and the percentage of grade that you climb. (Meaning that you will probably be on it longer, making you exercise more than you would if you chose the stairs...)
Running up and down the stairs will get old quickly, and will make you stop. You won't be able to time yourself as well, either.

I would prefer a treadmill, but that would be paralell to jogging.
A stair master is what would be comparable to actual stairs...
But I would pick a machine over stairs because you can use it for a longer time than just jogging up a set of stairs

real stairs would probably be best but you can stay on a treadmill longer, unless you find a building with LOTS AND LOTS of stairs.
