Definitely. My husband did it just he other day. We where in a shop and talking this guy was just staring and listening to our conversation, my husband simply said "You alright? Can i help you?" The guy was so embarrassed he said "Oh hi, erm sorry no" I would never just stand there will someone was staring i would have to say something, I'm not going to be intimidated by anyone.
