It depends on the laws of the state in which you are applying for the job. Some states may allow you to work as young as 15, some 16, some 18. Some of those states may require you to not only be in school, but maintain a certain grade point average as well. Some states may even require a work permit. Out of those that do, a few require them to be filled out again every grading period you are in school and maintain a given grade point average.
Every state has their opinion on the matter, and it may vary greatly even between bordering states.
To make matters worse, some cities and counties may ad additional requirements to the state ones. It's best to check at your local store and see what the HR managers says.
Where I live, the Wal-Mart will hire 16 year olds. The county above me's Wal-Mart will hire 16 year olds with a work permit and maintaining a 3.0 GPA or better. The county below where I live will only hire you with a work permit, but you must be 18+ to work as a cashier. Then there are the limited hours they can work.
Thank you for the additional comments, you can work in Wal-Mart or Target in the state of California at the age of 16 but must follow the guidelines in the link listed below that contains the child labor laws of California. Some stores may not hire you because of the limited hour restrictions, but since you only want part time work, it shouldn't be any real problem.

Wal-Mart doesn't have a rule on that. Instead, they obey the law- if, in your state, a 16yo can have a job, then a 16yo can have a job at WalMart. I worked with high-schoolers when I worked there. However, if your state has restrictions on underage workers (limits hours, duties, etc) then those limits also apply at Wal-Mart. Don't think I'm stating the obvious- there ARE places that will overlook the law if you will too.

The Walmart's here you just have to be 16, because I worked there in High School, and I know lots of High Schoolers that have worked there.
