Of course you can, but he'll be a mere shell of his former self. You should at least try to cheer him up...take him out on the town, tell him a few yokes and get him scrambled. I'm sure he'll be just fine.

Not at this time. Super glue would stick to you due to the thin shell of Humpty. The duct tape is too heavy and may crush the shell besides not making an attractive fix.
Maybe if Humpty had broken during the time of the Egyptians they would have had some mystical way of fixing him. They certainly could do an impressive mummy.
