If by properly you mean at medium to high settings with no lag and a good frame rate, the answer is HELL NO. You might be able to get it to run at the lowest of settings, and even then you would probably experience lag, especially in intensive scenes.

Properly...yes, at 640x480, most stuff low.
But it will definitely run it.
Tweak the settings a bit to get the most out of it.
