Humans were made to be with other people. Look at other species. Some, like wolves, are social and live in packs. Others, like bears, are solitary. Humans are much more like wolves and are very social, perhaps the most social. We live in great collections of people: Cities. We have very organized social units: Families. We are social and cannot escape are innate desire to be with other people. But people often disapoint us, so we are either disapointed or lonely. Perhaps that is the hell.
But there is a "way out." If you accept people as they are (as much as you can, which won't be 100%) and are as laid back as you can, you will be less disapointed and, therefore, much more happy. People are not perfect. Don't expect them to be (and neither are you, so you have to be patient with them regarding yourself). So you have a bit of a choice. One should note that some people should absolutely be avoided (like drug addicts, alcoholics, abusers, and the like), but everyone else just has issues that you can be patient with and you have a choice with them. (Ironically, my daughter is trying to get my attention as I write this and doing it in an annoying way, but I choose to be patient with her and that works out pretty well. You can make a Heaven out of someone like her.)

The Judgment is negative, the Will is positive. If negative begets negative then certainly we create hell of each other and for our self, from an existentialist principle that we make our self from our own stupid choices. We form the Judgment for each other, but that is not to say we know what we are doing; we are born so empty that negativity does not exist. Our only hope is in the understanding of our Will, our positive self, that we reform our Judgment to positive ends, rather than the mere exercising for itself.

I believe we create our own hell depending on how we act, what we say, and what we think. So I would say yes, we create hells for people if what we say, think, or do has negative effects. However, similarly, heaven can be created with the people we are with because we make it positive. If hell exists so then must heaven.

If life is what we make it, I suspect we make our own hell. Look around you at other people and you will see that they are responsible for many things in their lives, even when they blame or thank others. One name for this is free will.
