You more than likely have air trapped in the fuel system. There should be a bleeder screw near the filter that you can open up and crank the engine. Have someone inside cranking the engine when you open it. When nothing but a stream of fuel comes out close the screw and it should start. I've worked on alot of these engines in the military. If I'm right the fuel filter should be box shaped and mounted somewhere on the fire wall with a metal clip holding it on. You might want to change it and follow the bleeding procedure I mentioned.
Also see if your glow plugs are working. If you put a test light on one of the glow plugs and turn the key to the on position you should see the test light come on and then turn off when the wait light in the truck goes off. If they do have power you can test each glow plug by removing the wire from it. Hook your test light to the positive side of the battery and touch each glow plug where the wire attaches to it. Not the whole glow plug but just the blade that the wire connects too. If the glow plug is good the light will come on on your test light. If it's bad it will be dim or it won't light up the testlight. If you have no power to the glow plugs then you may have a bad glowplug relay. If this is like the military model you may have a little box under the driverside dashboard. In the box is a circuit board that simply pulls out and can be replace with a new one and reinserted. Check the first things I mentioned and the circuit board last if this does apply to your vehicle. You should be able to find out whats wrong doing the things I've mentioned.
The only other thing depending on which fuel injector pump your have. There is a fuel line going to the back of the pump that has a checkball in it. It's made of glass. If the ball inside is stuck is can be smashed by inserting a screwdriver into the inlet hole and hitting it till you can hear the ball break. and your truck will run once the ball is broken. Do this as a last option if the other things don't work. And not having that check ball is not gonna hurt your truck provided your truck has it.

these poor engines are plagued with problems. but most likely if it has glow plugs, it is simply the controller. you might try a little, very little starting fluid and see if it will crank, then take it to a shop and let them check the glow plug circuits, good luck. Also make sure the the battery is spinning fast enough to fire the diesel.

check the glow plugs
make sure you have a oilblock heater in cold weather or park in a garage.

battery could be low diesels need a lot of crankijng power

check the injector pump driver, this is a known problem with these engines, hopefully this isnt the problem
