On the 03 Taurus it is just above your left foot , under the dash , when sitting at the wheel. there is a plastic button that holds it up in place, when you push the plastic button the fuse box will flip down, it is hinged on the dash, and face towards the seat. Take off the black cover and look at the list of fuses in the owners manual that match the numbered fuse (they are not labeled just numbered)

It is difficult to find in the Fords....I have a CONTOUR so I know....
It's under the steering column to the left. It may be hard to open up. You open drivers side door, get on ground on all fours...look to the left and it's right under there...not a sexy position but....
If you r having electrical problems with your inside driving panel lights it is a "recall item". The heater switch is melting the electrical wires and needs a new harness...the next thing that will go is your drinking cup holder, it will break because it's in an awkward place.Your engine light will forever flash on, just disregard it or mechanics will fleece you for lots of cash. It's a known fact that the engine light stays on in Ford model cars...

stick your head down there by the brake pedal and look up under the dash.
Tip: use a flashlight to help you see under there

sometimes below the steering wheel on the right side. or sometimes under the hood. right side also but more towards the back
