Because they don't want you to pass them.

I believe it is because they are not paying attention to their speed, and they only realize they have slowed down when they are passed. I drive a truck, and there is little more annoying than a car that speeds up and slows down, refusing to let you pass.
Pay attention out there, people, and give the other guy a break.

or another theory.....they're daydreaming and don't realize they're going slow to begin with. They snap back to reality when they realize someone is about to pass, so at that point they speed up - just in time to annoy the passer who is trying to pass the slow-poke
