someone told me they really exsist... do they? and if so, do you think there would be any sideffects if it may "happen" to be sprayed on someones face, and/or their hair?

Yes they seriously do have these. They haven't been released to the US market yet. Here's a short piece on it:

German sex educators are planning to launch a spray-on condom tailor-made for all sizes.

"We're trying to develop the perfect condom for men that's suited to every size of penis," said Jan Vinzenz Krause from the Institute for Condom Consultancy in Berlin.

German researchers are developing a type of spray can into which the man inserts his penis, which, and at the push of a button, is coated in a rubber condom.

"It works by spraying on latex from nozzles on all sides," he said. "We call it the '360 degree procedure' - once round and from top to bottom. It's a bit like a car wash."

LOL yes, that would make the perfect prank.. When someone falls asleep, instead of writing on their face. Cover their whole body with spray on condom lol. Is it really strong? So when they try to get up they would just fall.

Never heard of it and if there was, don't think that it would work. If you are spraying it on, there is no place for the semen to go.

yes they do i saw it on a show and they turn liquid in the end and mix with the semen some how and it causes the sperm to die off

not that I've heard of yet. but who knows what they might be working on to facilitate sex. Nothing would surprise me.

They are still testing them in Sweden and have not been approved in the U.S. yet...
