Make sure the choke works properly and is not stuck. Turn the mixture screws all the way in and then back them both out 11/2 turns and try to start it. It should start and run. If it doesn't turn them out another 1/2 turn and continue till you get it running. Then just fine tune the mixture screws till it runs good. You should be able to turn the screws and hear whether the turning is helping it run better or worse. If it runs worse when you turn the screw clock wise then turn it back till it reaches a point where it seems to run best in one spot. Then do the same thing with the other screw.. Try that and see what happens.
