Doesn't the battery chip or whatever, in the ipod run out after recharging it for a long long while?

...well how do you replace the battery on the ipod, do you go to a store or do you mail it to the company and they give you a brand new one or what?

You iPod battery should be good for around 300 charges depending on use.

Once you can't charge it anymore, you need a new iPod. You can't just change batteries.
