is this a state regulated bank or a federal regulated bank? Also none of the answers tell me where to really go. What if I am in Canada using a US bank?

Contact your state's Commissioner of Financial Regulation. Most have a web site. You'll need to submit your complaint in writing with copies of documents that show what they're doing.

No. However, your Attorney General's Office of your state where you live is very interested in what you have to say.

You may file a complaint with that office, and always add "to the best of my knowledge", and then make your complaint.

They will investigate for you, and if found to be true, they may impose fines and penalties on the bank.

GOD bless us one and all, always.
