has not done his garden for over 2 years now the veiw out our window is a jungle we had to cut the weeds to make a path to our back garden ,the council says it is out off their hands because he is a home owner

Like the man said 'Round-up' my Gf used it on a nasty neighbours weeds, his garden still looks like the surface of the moon. Just don't get caught.

it is not out of the councils hands at all. tell them its environmental health because there are rats in their jungle for a garden.

home owner or not, the city should be able to serve him with a clean it up or be fined notice

If it's a communal path you can sue him to repair it if he has damaged it.
