It's not normal but it is common. Usually, the problem is the woman's vaginal muscles are too weak to orgasm. This is easily solved with Kegal exercises. You need one of these:

Women with normal vaginal tone find it really easy to do Kegal exercises without a device but women who have weak muscles need a device like this to help them, especially in the beginning. As you get stronger, the progressive resistance of the device will help you to continue to make gains and get more control over those muscles. Withing a few short weeks, you should have your first orgasm when you have sex. After a couple of months, you will orgasm most of the time.

I don't think so. Do you mean not have an orgasm during sex yet?? OR EVER?? Because I didn't have an orgasm during sex till like the 10th time because we were both new to it and basically he sucked. But he/we got better at it together. Only I have been having ORGASMS since I was about 13....from him fingering me, eating me out and masturbation. So if you have tried ALL these things and had NO orgasm EVER, then yea it is VERY ABNORMAL and you should either start reading books on how to do this, or see your doctor.

Yes, it is normal, but there is a bit problem, but it is not life threatening, just a hassle.
first, are you a male, or female.
if male
have you been in a sexual activity? (with someone or yourself)
is it hard to be aroused in the sexual activity?
if you "wanked", how long it takes, and during that, do you stop feeling aroused and stop? if successful, how long it takes and it lasted how long?
if female
do you have any sexual activity? usually, it is normal to failed to have orgasm for female, because guys have failed to make you to do so.
are you having a "odd" period, have you finish your puberty
(for some, they have not finished)
if you "wanked", was it successful, was your v-part tight?
for your "that part" which is tight could be a problem like got stressed dealing with.
I'm sorry if there's any disturbing words in my Answer.

Sweetie, you need to figure out what works for you.Once you do that, you can direct your partner in the right direction!I suggest that you experiment with your body, explore it.Figure out what feels good, what you like and what you dont.Once you figure out how to do it yourself! You can direct your partner into the right direction.Obviously someone is doing something wrong, and i dont believe it is you.Simply find out what your "pleasures" are,and explain them to your partner.good luck hun and have a good evening.
