Go to weather.com and type in the zip code for the place you're interested in.
You can't determine wind chill and heat index without using scientific and mathematical data. They relate humidity, wind speed, and temperature to equate a heat index/wind chill.

Wind chill and heat index are indications of how cold or warm the air feels respectively due to temperature and wind speed in the first case and temperature and humidity in the second case. So if you are inside and know the outside temp and see that there is wind outside you could tell it would feel colder than the thermometer would indicate. And similarly in the summer if the humidity is high it will feel warmer outside than the thermometer indicates.

Place an outside thermometer just outside your window for temp checking...if it is winter where you live hang a wind sock on a post......if it is 30 degrees outside and that windsock is blowing straight out from your post ------- brrrrrrrrr subtract at least 40 degrees from your 30 ........... or just watch the weather on Yahoo or your tv! Cheap way is to open your door.....wet your finger and stick it outside!!!!! Also, watch barometer readings.....
