There are 2 ways, one is to get a mate and while your underneath and reach up to where the bonnet releases and when u release it get him to lift it.

The other is to reach up where it goes through the bulkhead of the car. cut the cable further back, strip the outer core a bit and pull on the cable to release, this depends on where its broken.

Depends on the make/model of vehicle and where the cable snapped.
Generally, you have two options:
1. try to get at if near the latch under the hood: it is usually located at the top of the radiator support at the center of the car.
2. locate where the cable cheath runs through the firewall between the engine and passenger compartments, this should be somewhere low on the driver's side of the car. you will have to try to pull the sheath through the firewall to gain access to the inner cable and pull it with a pair of locking pliers. First though - check on the inside of the car's lower dash panneling to make sure it isn't attached to the inside of the car. You will probably have to remove the release lever assembly to verify and/or remove this.

you'll need to check the car handbook or ask a mechanic familiar with your model of car, there should be a manual release within easy tool reach of the edge (long screwdriver or similar) its just knowing where to poke....
