Purchase a cleaner specifically made for cleaning concrete.
Lowe's or Home Depot carry this type of product and it is not expensive. I have used it.

A household method my son uses and yes it works ---
Powdered Tide laundry detergent . Sprinkle on the oil spots let it sit for a little . Then wet it. rub it in with a push broom and hose it down!

I forgot the name of it but go to the hardware store and ask them they have something for you and you can also use cat liter or wood chips poor over the stains to soak it up and then wash it away I hope this helps
