If it's been in the shed for a few years there could have been moisture that is affecting some of the components.

You have to determine if the problem is related to software or hardware.

Turn the computer on and press F8 every 2 seconds
When you get a boot menu choose Safe Mode
Let the computer start up and run for a while

If the problem does not recur you have a software issue and you'll need to troubleshoot that.

If the computer shuts down than you may have a hardware problem.

If you take the computer to a service shop they will probably install Windows XP.

This could be a 100 different problems. I would start by opening the case and blowing the dust that has probably accumulated out. Then I would check all the cables and chips, etc. to be sure they are seated and connected. If that fails to get you anywhere boot the machine with a Win 98 start-up disk and might as well do a clean install seeing as how it has been sitting. I would not start replacing parts on a machine this old. If these simple ideas do not get it going I would trash it.

I have seen this kind of problem due to a bad CPU fan. Especially when you said that it takes a while to turn on after shutting down. Good luck.

Ahh, maximum probabbly someone messed the Bios earlier referbishing, per chance overclocking the CPU making it continuously overheat and forces the computer to close Down? Or it might also be an endemic named Buster, those are the issues i visit imagine of

as i think that the problem with the processor fan, may be it's not working so the processor will not work, you have to check it at first.
