I got a car but it has rust at the end of the bonnet, would it be possible to sand it down then re-paint?

Ideally you sand the metal until its back to plain steel the cut out the rusty part and weld in a new patch then grind the welds off til flat then apply bosy filler and then lots of sanding and priming and then painting, you can try the rust cures but it will return in time

From "bonnet" sounds like youre in UK.
There is a product I've used called a "rust reformer"
Works well.
It changes the rust chemically, so they say.
It does stop the spread & allows the area to be sanded, primed & painted.
Might try an online search or car magazine for ads.

the only way to get rid of rust is to replace the panel which is rusted, you can have the panel prepaired which slows done the rust growth but it will always return.

if its surface rust get it fixed.take to someone that knows how to paint if you want it to look right
